The European Parliament presents analysis on how to improve the ECI
The European Parliament has just presented a new ECI study entitled “European Citizens‘ Initiative – First lessons of implementation“. The analysis has been conducted at the request of the AFCO and PETI Committees, and tries to identify difficulties faced by organisers when setting up and running an ECI. Carsten Berg, general coordinator of The ECI Campaign, as a member of the Senior Expert Panel (together with Prof. Ludwig Kramer and Luis Bouza) has been involved in the consultation process over the report.
The study is a comprehensive analysis of the current ECI framework. It presents obstacles and potential solutions for a more effective implementation of the ECI instrument, as well as a number of recommendations to ensure that the ECI is an effective tool of participatory democracy. This document comes at a crucial moment as the the ECI rules are just about to be officially reviewed in early 2015.
