The newly ratified Lisbon Treaty, not only will strengthen the role of the only democratically elected European institution, the European Parliament, but also will include the application of the European Citizens’ Initiative (ECI): One million European citizens can submit a legislative proposal to the Commission in any of the EU areas of responsibility. In November, the European Commission already published a communication for consultation. Spain should try to make its best to implement this transnational tool of democracy to be passed on during its presidency (some elements agreed between activist and experts on basic fair implementation).
